Public Health Solutions on behalf of the New York City Department of Health and Mental Hygiene, Division of Disease Control / Bureau of Hepatitis, HIV and STI (BHHS), is seeking proposals from qualified organizations to provide a Comprehensive Health Package of HIV Prevention Services in Health Care and Non-Health Care Settings Using an Equity-Focused One-Stop Shop and Holistic Client-Centered Model.

The goals of the funding opportunity are:
• Increase access to and provision of a comprehensive health package of HIV prevention services using an equity-focused one-stop shop and holistic client-centered model for priority populations.
• Increase provision of client-centered, affirming, non-stigmatizing, and anti-discriminatory services.
• Decrease inequities in access to and utilization of HIV prevention services, and related health outcomes, experienced by priority populations.

Contract Term

Start Date: March 1, 2022, for a term of up to three (3) years with the option to renew twice for three (3) additional years for a total of nine (9) possible years.

Organizational Eligibility Requirements

 Organizational Eligibility:

For both service categories, the minimum eligibility criteria are as follows:

  1. Legal incorporation by the New York State Department of State as a not-for-profit corporation at the time of application submission;
  2. Federal tax-exempt status under Section 501 (c)(3) of the Internal Revenue Code at the time of application submission;
  3. Currently operating a brick-and-mortar site (proposed site location[s]) in New York City; and
  4. If processing specimens on-site, have a clinical laboratory permit with the New York State (NYS) Department of Health (NYSDOH) Wadsworth Center’s Clinical Laboratory Evaluation Program that matches the complexity level of laboratory tests conducted at the time of application submission. The clinical laboratory must also meet relevant national and NY State standards, laws, and regulations pertaining to clinical laboratories. This requirement is waived if specimen processing happens offsite.

Additional Service Category 1-Specific Eligibility:

  1. Only agencies defined as health care settings can apply for Service Category 1. Health care settings are defined as those providing clinical services related to medical visits and care and that hold the required operational licenses to operate as a clinical entity in NYS.
  2. Have an active and up-to-date Article 28 license from the New York State Department of Health at the time of application submission.
  3. Have experience providing health care to at least one of NYC’s priority populations (as described in the RFP).

 Additional Service Category 2-Specific Eligibility:

  1. Only agencies defined as non-health care settings can apply for Service Category 2. Non-health care settings are defined as an agency who does not hold an Article 28 license from the NYS DOH and does not provide medical care, excluding testing for HIV and STIs.
  2. Have experience providing health care and/or supportive services such as outreach, navigation, and HIV prevention related services to at least one of NYC’s priority populations (as described in the RFP).
