Systems-Level Change for Normalizing Routine HIV Testing in High-Volume Health Care Settings Request for ProposalPublic Health Solutions on behalf of the New York City Department of Health and Mental Hygiene, Division of Disease Control / Bureau of Hepatitis, HIV and STI (BHHS), is seeking proposals from qualified organizations to provide Systems-Level Change for Normalizing Routine HIV Testing in High-Volume Health Care Settings, to expand access and availability to routine HIV testing in the PS20-2010-identified counties in NYC: Brooklyn, Bronx, Manhattan and Queens. This model aims to make the universal offer of an HIV test available to all New Yorkers accessing services within high-volume health care settings without focusing on specific priority populations.
The goals of the funding opportunity are:
• Implement and scale up universal opt-out routine HIV testing in high-volume health care settings
• Build capacity for sustainable models of universal opt-out routine HIV testing in high-volume health care settings through systems-level change

Service Category 1: The Undetectables Viral Load Suppression Program
The objectives of this program are to:
1. Improve ART adherence
2. Improve retention in HIV medical care.
3. Provide prompt linkage to social support services.
4. Achieve and maintain viral load suppression (defined as a viral load test less than 200 copies)
Service Category 2: Crystal Methamphetamine Harm Reduction Services
The objectives of this program are to:
1. Improve access to culturally-responsive treatment and harm reduction services for HIV- or HIV+ New Yorkers who use methamphetamine, particularly for men who have sex with men, transgender persons who have sex with men, and people of color.
2. Increase the proportion of HIV-negative clients using methamphetamine who:
a. Are educated about PrEP and PEP.
b. Are taking PrEP.
3. Increase the proportion of HIV-positive clients using methamphetamine who are engaged in care and reach viral load suppression.

Building Resilience for Children and Youth in TRIE Communities (BRY) Concept PaperPublic Health Solutions (PHS), on behalf of the New York City Department of Health and Mental Hygiene (DOHMH), is releasing this concept paper for the following purpose: DOHMH, in cooperation with the Mayor’s Office for Economic Opportunity (NYC Opportunity or NYCO), intend to adapt the C2C model for community organizations working with youth and their families in 33 TRIE neighborhoods. DOHMH and NYCO therefore propose to issue a Request for Proposals (RFP) for non-profit community-based organizations (e.g., serving one or more Mayor’s Taskforce on Racial Inclusion & Equity (TRIE) neighborhood(s) within the five boroughs, with genuine relationships with community stakeholders and residents). As part of their program application, CBOs will designate a mental health provider organization such as a clinic, hospital, community-based provider or agency that they will partner with to handle referrals for clinical evaluations and interventions. Mental health provider partners will also provide coaching and consultation to facilitate mental health and related issues.
