Public Health Solutions, on behalf of the New York City Department of Health and Mental Hygiene (NYC HD), Bureau of HIV, plans to issue a Request for Proposals for Routine HIV Testing. The NYC HD aims to support systems-level change in clinical settings in order to expand and sustain routine, opt-out HIV testing to the extent allowed under New York State law. This program aims to make the universal offer of an HIV test available to all New Yorkers without focusing on specific populations. By using a systems-level approach to the universal offer of HIV testing, this program intends to expand access to, availability and equity of routine HIV testing in New York City.

Organizational Eligibility Requirements

  1. Legal incorporation by the New York State Department of State as a not-for-profit corporation;
  2. Federal tax-exempt status under Section 501(c)(3) of the Internal Revenue Code;
  3. Currently have a brick-and-mortar site operating in New York City;
  4. Have at least 24 months experience in providing HIV testing and linkage services in NYC as a clinical facility;
  5. Have an existing Article 28 license from the New York State Department of Health; and
  6. If processing specimens onsite, have an existing clinical laboratory permit with the New York State Department of Health (NYSDOH) Wadsworth Center’s Clinical Laboratory Evaluation Program that matches the complexity level of laboratory tests conducted. Clinical laboratory must also meet relevant national and NY State standards, laws, and regulations pertaining to clinical laboratories. This requirement is waived if specimen processing happens offsite.
