Public Health Solutions, on behalf of the New York City Department of Health and Mental Hygiene, is seeking qualified substance use treatment programs, including New York State Office of Addiction Services and Supports (OASAS) certified crisis services, inpatient rehabilitation, outpatient rehabilitation, and opioid treatment programs (i.e., chemical dependence services, including those provided in an Article 28 facility such as a hospital) to provide integrated HIV and hepatitis C screening and linkage to care and treatment, and/or prevention services including vaccination for hepatitis B, PrEP, medication assisted treatment and harm reduction services.

Organizational Eligibility Requirements

Organizations applying for funding must meet all the following requirements:

  1. Be legally incorporated by the New York State Department of State as a not-for-profit corporation;
  2. Have federal tax-exempt status under Section 501 (c)(3) of the Internal Revenue Code; and
  3. Operate a brick-and-mortar site in one of the five boroughs of New York City.

Organizations applying for funding must have the appropriate licensure, including chemical dependence certification from the New York State OASAS, and insurance to operate and provide the services listed in the Concept Paper.

Organizations must provide alcohol and substance use treatment services, including harm reduction and evidence-based treatments for opioid use and polysubstance use disorder, and be certified by New York State (NYS) OASAS. Organizations must have established MOUs/ linkages with or be willing to establish MOUs/ linkages with programs providing medical care, mental health, alcohol and substance use services, medical case management, health education and risk reduction and must make referrals as appropriate.
