The Title X Family Planning Services Grant is the only federal funding source dedicated solely to family planning. We administer federal Title X funding to health centers to support them in providing high-quality and comprehensive family planning and preventive health services for low-income or uninsured community members. It supports services to adults and teens regardless of their ability to pay.
67% of people served by Title X funding are living in poverty, and 23% lack health insurance.
Each year this program serves approximately four million people across the United States, including nearly 41,000 served in New York City at one of ten clinic sites funded through PHS’ Title X program.
Public Health Solutions (PHS) has administered funding for nearly 40 years to New York City-based health centers. It currently supports family planning programs at six health centers with a total of thirteen service sites.

Title X funded health centers provide crucial family planning and preventive health services including contraception and preconception counseling and services, breast and cervical cancer screening, pregnancy testing and counseling, and testing and treatment for sexually transmitted infections including HIV.
Title X is funded by the Federal Department of Health and Human Services.
